Performance measurement in public agencies, including museums, has been greatly influenced by New Public Management (NPM)philosophy. As the NPM approach has taken hold, many museums have been forced to shift from the traditional administrative management paradigm to an entrepreneurial management paradigm, and to set up appropriate performance indicators. Rather than the traditional emphasis on accountability for process, emphasis is now being placed on accountability for results. Central to this is the requirement to identify desired outcomes; and it needs to be focused on few key indicators only. It is the aim of this study to propose appropriate performance indicators for adoption by Taiwan's museums. The study begins by examining the influence of New Public Management philosophy and reviewing the use of performance indicators in museums in other countries. It goes on to suggest a range of macro indicators that might be used by museums in Taiwan. |
