領悟我在長串社區規劃中的認同與行動

The Enlightenment of My Identification and Practice in Community Planning Career for Decades

本文想以我長久以來熱衷的社區規劃為本，說說大學畢業後 37 年來我在社會工作實務與教學中值得一書的社區規劃認同與行動。而這些歲月正是台灣社工發展從匱乏到豐滿的年代，也給了我發揮創意開拓社工新境界的溫床。我經歷的公私部門有台北市政府社會局、紅十字會總會與心路基金會。其間讓我心境觸動最多的就是聯合勸募運動的兩回合，加上為台灣社區照顧與福利社區化打前鋒的社區家園、早療中心與文山服務中心的規劃與實踐表現，加上運用草根組織理念所全面性成立的心智障礙者家長協會。於今回想，當中的酸甜苦辣都值得一書。而對社區工作的喜愛，啟蒙於我 1974－8 年的大學生活。當福民平價住宅開放進住於 1978 年時，我已將社工心意偏向社區工作，而也運氣好地在福民工作兩年，然後就到美國馬里蘭大學主修社區計畫。只是 1986年再回社會局任職時，社工參與社區發展已進入式微的年代。我耐心等待社區營造重新引領風騷，我也有近距離貼近的機緣。透過 1999 年開始的博士論文行動田野的鋪陳，而在新興社區大學運動中，身為社區成長學程的重要推手。全職在輔大社工系的這十年多來，實踐參與主要有新安類湯恩比館實驗與萬華社區協力聯盟的結盟新體驗。透過這個說，我想說我參與的社工的美好，如果這可以讓社工族群從中體會社工的正向價值，這樣更好。

In retrospect my journey of social work practice, community work has been the unique and core throughout my career. I would like to go along the historical line of my serial endeavors here to show my creative character in community planning via various endeavors.I started my social work career at Taipei City Government, what worth to mention were, the United Way planning and the settlement house movement at Fuming low income neighborhood. Followings were the practices at Sinlu Foundation and Red Cross Headquarter to launch the united fund-raising project, various community-based service programs of group home, early intervention center and community center, in addition, those self-help groups formed by families with mentally handicapped members.Then I worked with local people to empower local governance via community learning for adult citizens, and did the collaboration of agencies and communities for integrating the welfare services at Wanhwa District of Taipei City. More to say, my social work students at Fu Jen University and I devoted to the other settlement house movement at the Shin An Neighborhood to reinforce the value of working with people in the community.I highly enjoyed the exploration and creativity of my community work in the past 37 years along with the quick increase of various welfare resources. It was quite different from the mainstream social work practice. I expect the differences I presented here would give new social work generation different perspectives.
