From charity associations and charity halls in the Qing Dynasty, the social services of Western missionaries and the Japanese colonial government, to welfare services and legislation after the Chinese Nationalist’s move to Taiwan, social welfare for the disabled has gone a number of transformationshistorically. Although there was no profession called social worker in the early times, much of the work done at that time was similar to what social workers are doing today.
