School bullying has become a key issue of education policies in advanced countries. The U.K. government, one of the few members of OECD, has passed a special law to regulate different types of bullying. It has prioritized anti-bullying in school safety and has shown positive performance. Therefore, this study examines the measures for the prevention of bullying in schools in U.K. and Taiwan, using historical-comparative research, from the perspective of education law. This study concludes the following: (1) anti-bullying policies for schools in U.K. and Taiwan must conform to the principles of administrative law; (2) these policies highlight the personal safety of students and care about the training for anti-bullying skills of staffs in schools; (3) the Taiwanese government may benefit from emulating U.K. with regard to the legal accountability for parents, legalization model of anti-bullying policies, disciplinary measures for bullies, and the alternative education system |
