檢視十二年國民基本教育政策：基於教育經濟學觀點

Examining the 12-Years Basic Education from the Perspective of Economics of Education

十二年國民基本教育為臺灣當前重大的教育改革政策，政府希望藉由延長教育年限和增加教育經費投資，因應當前社會環境的變遷和教育環境未來可能問題，完成教育的優質轉型與體系再造，最終促進教育與社會的公平正義，培育國家未來的人力資本，帶動全球化競爭能力。本研究先簡述十二年國教的主要政策內容，釐清十二年國教的教育目標和框架。之後，基於教育經濟學的教育投資和資源配置觀點，分析十二年國教的教育經費投入最適量，審視十二年國教政策的實施。最後，進一步討論十二年國教中的教育效益問題，探討其帶來的教育非經濟效益。歸納而言，本研究採取宏觀的思維層面，以教育經濟學的投資、資源配置和效益、教育效益等觀點，檢視十二年國教的實施方針和價值取向並提出未來可能面臨的教育問題。希冀經由教育經濟學的框架審視我國十二年國教的改革，更深入探討此教育政策之成效，為國民基本教育長期穩健發展提供助益。

The 12-years basic education is an important educational policy in Taiwan. Taiwan's government will extend compulsory education from 9 to 12 years starting 2014 and increase the education investment in an effort to solve some educational problems and improve its national competitiveness. This educational reform intends to accomplish some educational objectives such as promoting equal educational opportunities, realizing social justice, raising nationals' quality, improving national competitiveness, etc. This study attempts to analyze some probable issues resulting from the 12-years basic education according to the perspective of education economics. We honestly expect to make some valuable contribution to the development of Taiwan's education.
