The purpose of this study was to investigate the validity of the standard-setting by the committee for Taiwan Assessment of Student Achievement (TASA), and of the standard-setting procedure itself. Specifically, the researchers examine the standards set for sixth-grade elementary school students' achievement in the Chinese language, which were established by implementing TASA 2009 using the bookmark method. The study not only invites language specialists to discuss the performance level description for each capability level, but also recommends that the standard-setters establish a more suitable standardsetting procedure for the TASA. Lastly, a validity assessment of the standard-setting procedure is implemented by examining each step of this procedure, and also examining the internal consistency of intra-member and inter-member procedures for setting standards. |
