家長參與學校教育權利之探討──以國民教育階段為例

The Discussion about the Right of Parental Participation in School Education—Taking the National Education Stage As an Example

我國近十餘年來的教育改革，層面與範圍相當廣。舉凡學校制度、升學制度、課程教學、權力結構---等等，都有重大的變革。國民教育階段家長參與教育事務的權利，更是受到重視。本文試圖從家長在教育上的權利本質、權利範圍、權利行使、權利保障、家長成長協助與救濟等等多元角度，分析當前的作法，以及即將進入立法程序的法規規範探討，學校因應對策，做綜合性的概覽。進而，探討家長參與教育法規體系之建立，喚起全社會對「家長在教育上權利與義務法制化」之重視；期望對家長、教師及教育行政有所助益。

The level and the range in educational revolution is very extensive for recently ten years. And there are tremendous revolutions in the school system， the advanced studies， the curriculum & teaching， and the authority structure. We put more and more emphases on the rights of parental participation in school education. This study attempts to analyze the practice nowadays about the essence， the range， the execution， the insurance， the relief and helps the growing of parents. This study also confers and illustrates regulations which are in legislative procedure and strategies of school. Therefore we research the establishment of laws and regulations of parental involvement in elementary school affairs， and we hope to arouse all the people their awareness of the rights and obligations in the legalization of the work， and that can help parents， teachers and education administrations.
