Since 2000, the Ministry of Education (MOE) of Singapore has carried out a series of policies for teacher professional and career development. The Enhanced Performance Management System (EPMS) was the most important competency-based teacher evaluation system to improve teacher’s performance and competence among them, which has implemented nation-wide since 2005. The EPMS played an important role on Singapore’s education system. It not only changed the previous teacher evaluation system, but also influenced the teacher education and teacher professional development. For this reason, the main purpose of this article is to explore the EPMS in Singapore. In this article the authors will first introduce the background of the reform of teacher evaluation system in Singapore; then explore the different aspects on the EPMS, and analyze the EPMS’s function in teacher education and teacher professional development. Finally, based on the analysis of the Singapore experience, the authors will address the implications for teacher evaluation in Taiwan.
