In order to promote a friendly workplace and encourage enterprises to create a warm working environment, the Ministry of Labor has spared no effort to promote EAPs policy for decades. However, EAPs have been promoted in Taiwan for more than a decade, and the emphasis on enterprises and employees is not appreciated. It seems that there is a big gap between the efforts of the government and the government. Through literature analysis, it is found that EAPs, if they adopt a mode of operation outside the company system or plan for a short-lived activity, will become uninterested by the high-level, not trusted by employees, or even fall into the optional welfare system. Enterprises are functional organizational structures that are only suitable for regular business tasks. In the face of non-recurring and demand-oriented EAPs, if they are unable to become functional organizations to plan related matters, they often turned out to be a flash in the pan. Therefore, if we want to make EAPs assist employees in depth, we must transform the implementation of activities into the concept of planning system. This paper introduces the planning stage of the EAPs in a systematic and streamlined way with a project management perspective. In order to implement this novel concept, this study will take the case of illegal infringement prevention and control as the example. Solution planning through enterprise resource linkage can achieve the advantages that past EAPs cannot achieve, such as synchronization of planning methods, synchronization of employee needs, synchronization of resource sharing, and synchronization of performance management. The EAPs program from the perspective of project management is not only based on the needs of enterprises and employees, but more importantly, it is to make EAPs a deep-rooted policy system and to find a long-term planning concept. |
