The purpose of the article is to elaborate the conservation and management regime established by the 1995 Fish Stocks Agreement for straddling and highly migratory fish stocks. The 1995 Fish Stocks Agreement still bases on the traditional fisheries management concept but integrates ecosystem approach into it. One of the fundamental principles which underpin the 1995 Fish Stocks Agreement is principle of cooperation. High seas fishing states and relevant coastal states shall cooperate, either direct1y or through subregional or regional fisheries management organization or arrangement in the conservation and management of straddling and highly migratory fish stocks. High seas fishing states are obliged to cooperate in compliance and enforcement of conservation and management measures. |
