新北市政府於97學年度開始試辦「國小英語活化課程實驗方案計畫」,後於99學年度全面實施。經過不同決策歷程的調整及評估,與多方壓力團體進行對話後。便在100學年度將政策調整為「國小多元活化課程實驗計畫」,以滿足新北市在升格後能符合社會大眾之期待。決策是教育行政必要的條件,也是所有教育行政人員的責任,是組織運作成敗的關鍵。良好的決策品質可提升組織效能,領導者適切的決定亦可激勵組織內部成員有效運作。本研究透過行政決定歷程、決定模式及合理性限制等影響行政決定的因素,探討新北市國小多元活化課程及其政策轉型的脈絡,並根據探討之結論提出建議,期對於教育行政決定有所貢獻。
英文摘要
New Taipei City Government was started pilot plan “Elementary English Course experimental program revitalization plan” in 2008, and comprehensive implementation in 2010. After the adjustment of different decision-making process and assessment, with pressure from many interesting groups in dialogue. After this process, adjust the policy as “Experimental plan of multi-activation curriculum in elementary school”to faced the new Taipei in public after upgrading to meet community’s expectations in 2011. Therefore, education administration decisions are necessary conditions, but also the responsibility of all administrative personnel, the key to success is to organize the operation. The high quality of decision-making can improve organizational effectiveness, leaders can motivate appropriate decisions within the organization members to function effectively. This research process through administrative decisions, administrative decisions affecting factors, the decision to explore new models and rationality activation Taipei’s elementary curriculum and its transformation policy multivariate context, acts of administrative decisions for education to contribute.
