家長教育(學校)選擇權被視為是一種自然的權利,雖然受到現行國民教育法學區入學的限制,但實體上,已有一定比例的家長為其子女選擇學校就讀。屏東縣自2012年起試辦大學區制,以行政轄區為大學區範圍,讓學生家長有自由選擇大學區內學校就學的權利。本研究以問卷調查法為主,旨在瞭解家長對於教育選擇的態度認知及大學區政策的認知與需求。研究結論如下:1.家長支持教育選擇權的行使。2.家長可以接受學校總量管制措施。3.學校的品牌行銷能獲得家長的認同。4.教師的專業及發展,是家長擇校重要的條件。5.家長關心教育資源的分配。6.大學區政策宣導不足。由上述結論,可提供政府機關研擬學區政策之參考,亦可提供家長選擇學校就讀時評估考量用。
英文摘要
The rights of parent education (schools) option is regarded as a natural right, despite the current National Education Law district enrollment restriction; however, as a metter of fact, there are already a certain percentage of parents choose schools for their children. Base on the administrative jurisdiction of the large school district, Pingtung County has been holding large school district system on a trial basis since 2012, to allow parents to choose schools freely in the district school right. Questionnaire survey as a research approach was used in this research, we can understand parents' awareness and demand on cognitive attitude of educational option and the policy of large school district. The conclusions are listed as follows: (1) Parents support the execution of educational option right. (2) Parents can accept the measures of school total control. (3) The school's brand marketing can get the parents' identification. (4) The professional development of teachers is the important necessity for parents' school choosing. (5)Parents concerned about the distribution of educational resources. (6)Advocacy of large school district policy is still insufficient. The above conclusions can provide r government agencies as references to study the district policies and the assessment considerations for parents to choose schools.
