一、為維持國立政治大學法律學系所出版「政大法學評論」(以下稱「本刊」)之品質,全部來稿應依本規則審查。 本刊設編審委員會,置主編一名、編審委員若干名;校外編審委員人數應占編審委員總數三分之二以上。本刊主編由法學院院長指派,校外編審委員之提名及任期經政大法學院院系務會議通過後,由主編聘任之,校內編審委員由各中心指派一名擔任。 二、審查由編審委員商請相關領域教師行之,採雙盲方式審查。論著、研討會論文及兩岸研究由教師二人審查,原則上其中一人須為政大法律學系教師;其他著作由一人審查之。來稿與本刊性質不符者,編審委員得逕行提交編審委員會為退稿與否之決定。 三、審查之前,在可能範圍內,由研究生就論文註腳先行查核,並將查核結果一併送請審查人參考。 四、審查人應就送審稿件為刊登、不予刊登、刊登,請參照修改、修改後再送審之建議。編審委員會應就審查人所提之建議為刊登或不予刊登之決定。 五、稿件數量如超過該期篇幅容量,總編輯得依領域平衡及論文時效性等原則,決定刊登之稿件。 六、來稿作者如有要求開具刊登證明,總編輯應俟審查程序完畢後,始得依實際進度開具刊登證明或同意刊登證明。 七、本規則經系務會議審查通過後實施。
NCCU Law Review Review Guidelines In order to maintain the high quality of the NCCU Law Review, published by the Department of Law, National Chengchi University (hereinafter ‘the De-partment’), all manuscripts submitted shall be reviewed in accordance with the guidelines ascribed herein. The editorial board, including the editor-in-chief and six members, shall administer the reviews. The editor-in-chief shall be elected from among and by the Department’s full-time faculty members. Each of the Department’s six centers shall elect a full-time senior instructor to serve on the editorial board for the same tenure as the editor-in-chief. The editorial board shall invite qualified instructors with appropriate expertise to conduct reviews, which must be anonymous bi-directionally. Journal arti-cles, conference papers and cross-strait research shall be reviewed by two re-viewers. In principle, for each manuscript one reviewer must be a faculty member from the Department. Other submissions shall be reviewed by one reviewer. Manuscripts which are not in line with this Journal’s orientation shall be directly referred to the editorial board by the editors for a decision of refusal. To the extent possible, all notes of a manuscript shall first be checked by a graduate student, and results shall be sent to the reviewer(s) together with the manuscript. Reviewers should categorize a manuscript as ‘accepted for publication’, ‘not suitable for publication’, ‘accepted for publication only after revision’, or ‘re-reviewed after revision’. The editorial board should decide whether to publish a manuscript in terms of reviewers’ comments. If manuscripts accepted for publication exceed the page limit of an issue, the editor shall, upon his discretion, make selections based on balance of fields and/or urgency. Proof of publication or acceptance for publication, if requested, can be issued by the editor accordingly, but only upon the satisfactory completion of the re-view process. The guidelines herein take effect upon the ratification by the Department’s Faculty Meeting.
