In response to the challenges posed by climate change, our hospital has identified Scope 3 waste management as a critical lever for advancing healthcare carbon reduction. The “Plastic Reincarnation” initiative was launched to transform medical waste from conventional incineration into an internal circular reuse model through recycling and remanufacturing. Through the establishment of a Low-Carbon Medical Plastics Alliance and the development of green skills within the healthcare workforce, a cross-departmental governance mechanism was established to address both structural and practical barriers to medical plastic recycling. Guided by the 3R principles and a four-phase implementation framework, the strategy was translated into three core projects: remanufacturing discarded polyethylene (PE) medicine containers into eco-friendly cleaning bags; developing the nation’s first clinically approved low-carbon sharps container; and converting bubble wrap into certified medical waste bags. Together, these initiatives operationalize the principle of “recycling within healthcare, for use within healthcare.” When combined with a parallel cognitive transformation strategy, the medical plastic reuse rate increased significantly from 11.82% to 18.15%. Beyond institutional implementation, the hospital upholds a vision of altruistic leadership, proactively offering policy recommendations and sharing practical experience. Through this replicable governance-driven model, the initiative aims to facilitate industry-wide scaling and to support Taiwan’s healthcare system in progressing toward net-zero emissions and a sustainable future of shared resources.
