抗生素抗藥性(Antimicrobial Resistance, AMR)為全球公共衛生所面臨的關鍵挑戰之一。本文從全球抗生素管理政策出發，回顧世界衛生組織(World Health Organization, WHO)、歐盟疾病預防暨控制中心(EuropeanCentre for Disease Prevention and Control, ECDC)、美國疾病管制暨預防中心(Centers for Disease Control andPrevention, CDC)等國際組織之行動策略與成功經驗，並說明WHO全球抗生素抗藥性和使用監測系統(GlobalAntimicrobial Resistance Surveillance and Use System, GLASS)如何協助各國建立監測能力與數據共享機制。文中並分析臺灣於2025年成立「抗生素抗藥性防治中心」的政策背景與核心任務，實踐防疫一體(OneHealth)之理念。本文亦探討本中心於抗生素管理手冊、侵入性照護手冊研修、政策能力評核、國際對接與風險溝通等五大面向的具體作為與階段成果，並針對未來推動方向提出建議，期能促進臺灣於全球AMR防治網絡中扮演更積極的角色。

Antimicrobial resistance (AMR) is a major global health threat that must be addressed through coordinated and multisectoral interventions. This article presents an examination of leading international antibiotic stewardship strategies developed by the World Health Organization, European Centre for Disease Prevention and Control, and Taiwan’s Centers for Disease Control and Prevention and underscores the role of the World Health Organization’s Global Antimicrobial Resistance and Use Surveillance System (GLASS) in promoting international data collection and standardization. The establishment of Taiwan’s National Center for Antimicrobial Resistance Prevention in 2025 is discussed as a case study of integrating One Health principles into national policy. This article reviews five key initiatives of the center: revising the national antibiotic stewardship manual, implementing invasive procedure care bundles, evaluating the national action plan, fostering international collaboration, and developing strategic communication. Finally, this article provides recommendations to strengthen Taiwan’s global leadership in antimicrobial resistance prevention.
