Since the reform and opening up, the selection of the president of the People’s Court has followed the principle of “party administration of politics and law” and the vivid manifestation of “virtuous politics”, which is also a continuation of the“red and special”cadre policy of the Communist Party of China. Under the leadership of the princi-ple of “party governance”, the choice of the president of the court combines the interaction of multiple authorities and political forces, the application of a series of power technologies and the response and integration of political “variables”, and finally weaved into a complex network of power relations in the election of the president of the court. In this process, the president group of the people’s court is not a pure political or technical bureaucrat, and its selection and appointment logic is not a simple linear promotion relationship in the “politi-cal tournament system”, but a“political and legal cadre selection mode” under the back-ground of transforming from revolutionary elite to judicial governance elite. |
