This article focuses upon the experiences of the Pingbei Support Center of the Sheng Kung Social Welfare Charity Foundation (hereafter the "Sheng Kung Team") to explore its empowerment strategies for community care centers and to discuss its experience with the discourse of communitarianism. The research method was a modified version of Haug’s memory work method. This article was co-written with the Sheng Kung Team.
The data analysis adopts the thematic analysis method, and six themes are identified. The authors also use the experience of the Sheng Kung Team to dialogue with the discourse of communitarianism. The discussions focus on issues regarding the balance between individual rights and social responsibilities, the promotion of social attachment, and mutual help and reciprocity among community residents. Finally, the authors suggest that the governments should adopt a progressive perspective about local manpower training.
