越南峴港市建築物無障礙電梯點字系統現況

Current Condition of Braille System in Accessible Elevator within Buildings-- With Da Nang City, Vietnam as Reference

從聯合國身心障礙者權利公約的定義：為使身心障礙者有自立生活和充分參與生活中各個方面的權利，應當採取適當必要措施，確保身心障礙者生活在平等的基礎，享有進出無障礙環境，使用資訊、通信以及交通工具。越南在2002年制定建設標準TCXDVN264：2002，其中對於電梯之盲文點字系統有規定。視障者在建築物內垂直動線之定向行動，會因電梯盲文點字字義使用語系差異、點字設置位置不當或點字施作錯誤等態樣與缺失，造成觸摸信息混亂現象!本文針對越南峴港市為範圍，共計調查設置有盲文電梯之15棟公共建築物16部電梯為對象，以無障礙電梯點字系統現況，進行調查、統計、分析、比較等作業，並針對電梯點字錯誤現象提出對策。研究目的；瞭解越南峴港市，無障礙電梯設置盲文點字系統之現況；無障礙電梯盲文點字系統施作的特色；建立越南無障礙電梯點字系統設計之基礎資料；提出無障礙電梯點字系統，設計、使用、施工層面之設置基準。本文調查現狀與認知成果有：(1).就『開(open)』按鍵點字：使用英文盲文有62.50％，韓文有25.00％，羅馬拼音(簡體中文)有12.50%。(2).就『警示篇(alarm)』按鍵點字：英文(alarm或alm)有50.00%，羅馬拼音(簡體中文)有16.66%，韓文拼音有33.34％。

This study is aimed at the scope of the city of Da Nang, A total of 16 elevators of 15 public buildings with Braille elevators were targeted for the survey, to barrier-free elevator Braille system status, to investigate, statistics, analysis, comparison and other operations, and puts forward the countermeasure against the wrong phenomenon of the elevator. Research purposes; Learn about Vietnam’s Da Nang City, Barrier - free elevator settings Braille system status of the Braille; Barrier-free elevator Braille, Braille system features; The establishment of the Vietnamese barrier-free elevator Braille system design of the basic information; Proposed barrier-free elevator Braille system, design, use and construction level set the benchmark. This study investigates the status quo and the results of cognition: (1). In the "open" button Braille: 62.50% in English Braille, 25.00% in Korean, 12.50% in Chinese Pinyin (Simplified Chinese). (2). There are 50.00% in English (alarm or alm), 16.66% in Roman alphabet (Simplified Chinese) and 33.34% in Korean alphabet.
