This paper provides a reflective account of the development of the public retail market in Yuan-Li Township, Miaoli County, the preservation controversy following the fire in mid-2018, and the local citizen participation throughout the movement. This study discusses the double-edged nature of using cultural heritage designation as a means to preserve contested spaces such as the Yuan-Li market. It illustrates the dynamic process of civic engagement involved in the case. Acknowledging that civic participation is challenging to actualize, this article attempts to document and examine how meaningful dialogue between citizens and public sector decision-makers can be promoted, and how diverse perspectives can be ensured within the dialogue process. Ultimately, this study aims to lay a foundation for multi-stakeholder participation in the subsequent planning for market reconstruction through the process of civic engagement. |
