In 2014, the Ministry of Education issued the ''Curriculum Guidelines of 12-Year Basic Education: General Guidelines''. The implementation of new curriculum guidelines officially commenced in 2019. The ''Development of National Languages Act'' was promulgated in 2019. In March 2021, the General Guidelines were revised and released. The General Guidelines serve as the fundamental law for school curriculum, teaching, and assessment, requiring academic rationality and practical stability, thus necessitating rigorous research and review. This study uses ''collaborative governance'' as the main theoretical framework, aiming to explore the revision process of the ''General Guidelines'', focusing on the design and operation of the curriculum development mechanism. The research primarily employs qualitative methods, utilizing semi-structured interviews and analyses of curriculum guidelines revision and review meeting documents to depict the two revision phases of Curriculum Guidelines. The findings of this study are as follows: the development process of the General Guidelines has formed a feasible model; specific strategies for collaborative governance have developed through interactions among participants in the process of curriculum revision; collaborative governance can be effectively achieved through close cooperation among participants and institutions involved in the process of curriculum revision and review; local language issues have become a central topic in the development of the general guidelines; uncertainties in the revision process impact the rationality of curriculum decisions; and persistent research on the general guidelines contributes to the formulation of curriculum policy. |
