This study builds upon previous research on Regional Innovation Systems (RIS) and Economic Resilience, aiming to re-examine the operational mechanisms and functional evolution of RIS across different stages of development. The empirical focus is on the Hsinchu Science Park (HSP) and the Southern Taiwan Science Park (STSP) along with their surrounding regions. While earlier studies have commonly analyzed RIS through the triad of actors, networks, and institutions, this research argues that such a framework fails to adequately capture the transformation of actor roles and the influence of knowledge-intensive business services (KIBS). Therefore, this study reconstructs an“operation–function”analytical framework, dividing RIS functions into four dimensions: generation, exploration, application, and diffusion. Based on evaluation indicators developed in the previous phase, this research collects and analyzes longitudinal statistical data from both science parks to conduct empirical analysis. The results indicate that regional differences in industrial structure and developmental stage lead to varying dominant functional orientations within RIS. Among these, the“generation”function emerges as the most crucial and complex, underscoring the importance of foundational innovation capabilities for sustained regional growth. The HSP has established more stable economic resilience strategies since the global financial crisis, whereas the STSP—being production-oriented with a lower level of industrial concentration—remains more vulnerable to external shocks. Overall, this study supplements theoretical gaps in the RIS literature from a resilience perspective and provides concrete implications for Taiwan’s science park development strategies and regional innovation policies. |
