Fo Guang Shan has established 56 mobile libraries worldwide, demonstrating a sustained commitment to advancing equitable access to reading resources in rural and underserved communities. This study examines the 'Fo Guang Shan Cloud and Water Mobile Library' as a representative model, with a particular focus on its operational effectiveness and impact on reading promotion. A mixed-methods approach was employed, integrating questionnaire surveys and longitudinal data analysis. The surveys collected perspectives from drivers and volunteers regarding students’reading interests, family and school reading environments, levels of institutional support, patterns of mobile library usage, and overall satisfaction with the service. In parallel, this study analyzes a decade of resource allocation and utilization data from the Fo Guang Shan Foundation for Buddhist Culture and Education, supplemented by internal reports and administrative records, to evaluate management practices and quality assurance mechanisms. The findings indicate that mobile libraries function as an effective strategy for reducing urban–rural disparities in access to knowledge, supported by sustained collaboration between public and private sectors. Both operational statistics and survey results demonstrate that the Cloud and Water Mobile Library has achieved significant and measurable outcomes in promoting reading in rural areas. Its effectiveness can be attributed to a well-structured operational model, integrated automated management systems, and strong institutional and volunteer support. The program shows a clear impact on enhancing students’reading engagement and habits. Students exhibit strong preferences for picture books, as well as popular science, literature, and history materials. High levels of support from families and schools further reinforce the program’s success, with consistently positive satisfaction reported across stakeholders. In conclusion, the 'Cloud and Water Mobile Library' represents a scalable and sustainable model for promoting reading equity. Its integration of community engagement, institutional support, and adaptive service design offers valuable insights for global initiatives aimed at reducing educational inequality and fostering inclusive access to knowledge. |
