“Regulating the operation of judicial power, improving the mechanism for realizing and evaluating judicial justice, and enhancing the impartiality, stability, and authority of judicial decisions”is an important deployment for judicial work in the new era proposed in the Recommendations of the Central Committee of the Communist Party of China for Formulating the 15th Five-Year Plan for National Economic and Social Development. As a core component of state power, judicial power serves as the last line of defense for safeguarding social fairness and justice. Its standardized operation is directly related to the governing foundation of the CPC, the effectiveness of national governance, and the fundamental interests of the people. To systematically understand General Secretary Xi Jinping's important expositions and practical requirements on regulating the operation of judicial power, it is necessary to combine the current reality of the operation of judicial power in China, sort out the historical experience and useful references for the standardized operation of judicial power at all times and in all countries, and conduct an in-depth analysis of the era value and practical necessity of regulating the operation of judicial power. Addressing the prominent problems existing in the current operation of judicial power—such as unscientific power allocation, imprecise supervision and restriction, inadequate accountability, and insufficient technological empowerment—we should propose a comprehensive, scientific, standardized, and effective path system from the dimensions of conceptual innovation, system improvement, mechanism innovation, technological empowerment, and team building. This will provide theoretical support and practical reference for deepening the reform of the judicial system and advancing the modernization of judicial work during the 15th Five-Year Plan period. |
