Introduction to Closed-Loop Management of Human Milk Adopted through HIMSS EMRAM Highest Standards: An Experience and Benefit Analysis—Taking a Medical Center in Taiwan as an Example

本專案致力於導入母乳閉環管理於母乳管理與母乳餵養作業，以致順利通過四大閉環審查，在八個月內完成通過美國醫療資訊與管理系統學會（Healthcare Information and Management Systems Society，HIMSS）Stage6與最高標準Stage7認證兩項國際認證，提升我國在國際醫療領域的知名度與新生兒母乳餵養安全。以團隊協同合作並自行建置母乳閉環管理系統，並依循HIMSS Electronic Medical Record Adoption Model（EMRAM）評鑑指引與顧問建議，自行開發的母乳管理系統結合條碼掃描與Universally Unique Identifier編碼技術，可以確保奶瓶和奶袋的唯一性和管理安全。此技術的應用有助於大幅度降低由於人為失誤造成的風險，同時也提升了庫存管理的效率及餵乳過程的檢核追蹤能力，建立一個高效、可靠的母乳餵乳閉環管理系統。利用資通訊科技技術，對母乳從採集到餵乳的全程進行嚴密監控和管理。這一成果表明了醫院在資訊化應用和閉環管理上的高水準，為台灣第一所通過國際級評鑑的公立醫院，此舉國際醫療資訊管理專家一致肯定了台中榮民總醫院團隊的卓越表現，更在最短時間內通過HIMSS的最高等級Stage 7認證。

This project focuses on implementing a closed-loop breast milk management system in feeding operations. It achieved two international certifications within eight months: HIMSS Stage 6 and the highest standard Stage 7, enhancing our country's international medical recognition and neonatal breastfeeding safety. The team built the system using HIMSS EMRAM guidelines and consultant advice. The self-developed system integrates barcode scanning and UUID technology to ensure the uniqueness and safety of milk bottles and bags. This technology reduces human error risk, improves inventory management, and enhances tracking capabilities, establishing an efficient and reliable closed-loop breast milk management system. Using information communicational technology (ICT), the entire process from milk collection to feeding is meticulously managed. This achievement showcases the hospital's high informatization level and closed-loop management, making it the first public hospital in Taiwan to pass international evaluations. The Taichung Veterans General Hospital team has been recognized by international experts for achieving the highest HIMSS Stage 7 certification in record time.
