This study explores the application of Generative Artificial Intelligence in alleviating administrative burdens and driving instructional innovation, using the ''New Taipei AI Education Bureau'' as a case study. Since 2022, New Taipei City has systematically promoted the integration of AI technology into campus administration and teaching practices by compiling multiple manuals on AI applications. The city published the nation’s first White Paper on AI Technology Education in 2024. It proposed the vision of a ''New Taipei AI Education Bureau'' in 2025, demonstrating a proactive stance in educational digital transformation. Adopting document analysis and semi-structured interviews, this research examines the field applications of the AI Manual for Administrative Reduction and the Google for Education with the Gemini Teaching Manual. The study identifies several core issues: digital staff support, individualized learning pathways, the transformation of teacher roles, and ethical risk governance. The results indicate that while Generative AI enhances administrative efficiency and instructional innovation, it simultaneously triggers challenges such as the digital divide, fairness in learning assessment, and over-reliance on technology. Consequently, this study suggests that future educational policies should establish robust AI implementation strategies, focusing on institutional design, professional development for teachers, and cross-departmental governance, to achieve a balanced development between educational publicness and technological innovation. |
