世界衛生組織警示氣候危機將嚴重影響人類健康,台灣醫療體系碳排放佔全國總量約4.6%,高於全球平均值4.4%,顯示醫療院所亟需投入減碳行動。本院急診於2022年至2023年1月間,每位病人平均使用9張以上病歷紙,全年共560,304張,對環境造成負擔。為響應「2050淨零排放」政策及「節能減碳123計畫」,本專案以病歷電子化推動減紙降碳為目標,採用QCC與PDCA手法,進行原因進行分析,並推動ESG教育訓練、導入48種電子病歷類別、電子同意書系統及列印控管制度。改善後紙張用量由每週122.8公斤降至28公斤,減量77%,年減碳約3,299kgCO₂e。電子同意書完整率提升至100%,員工滿意度達95.7%。此成果除減碳外,亦提升醫療品質與效率,展現急診部門推動綠色轉型與永續經營的成效。 |

The World Health Organization has warned that the climate crisis will severely affect human health. In Taiwan, the healthcare sector contributes approximately 4.6% of the nation's total carbon emissions, exceeding the global average of 4.4%, underscoring the urgent need for decarbonization in medical institutions. From January 2022 to January 2023, the Emergency Department of our hospital used an average of more than nine sheets of paper medical records per patient, totaling 560,304 sheets annually, creating an environmental burden. In response to“2050 Net Zero Emissions”policy and the“Energy Saving and Carbon Reduction 123 Program,”this project aimed to reduce paper usage and carbon emissions through the digitalization of medical records. Applying Quality Control Circle and PDCA methodologies, the project implemented ESG training, introduced 48 categories of electronic medical records, established an electronic consent system, and enforced print management controls. Paper usage decreased from 122.8 kg to 28 kg per week (a 77% reduction), achieving an annual carbon reduction of approximately 3,299 kgCO₂e. The completion rate of electronic consent forms reached 100%, and staff satisfaction rose to 95.7%. These results improved healthcare quality and efficiency, demonstrating the effectiveness of green transformation and sustainable development in the Emergency Department. |
