It is quite exciting to learn that the National Health Insurance System, which is about to commence in this year, will include mental health care as one of its main components. While celebrating a coming new era of mental health care in this beautiful island, mental health professionals and policy makers must also be well prepared for our new task. In order to reach an ideal plan for our future mental health service, there are four basic principles to be considered: 1) nationwide availability; 2) effectiveness and differentiation; 3) acceptability and credibility; and 4) cost-effectiveness and affordability. Furthermore, a comprehensive mental health care delivery system should consist of the following four different kinds of service: 1) center of excellence; 2) short-term clinical facility for emergency and acute treatment and rehabilitation; 3) primary health care - mental health care network; and 4) longterm care facility for chronic patients. |
