The Role of Mental Health Care in the New National Health Insurance System

政府決定實施「全民健康保險」，可說是一項富有勇氣的政策。當大家都還在質疑、擔憂所耗之巨額經費及成敗等種種問題之際，政府為使民眾得到最大的利益，已經一直默默在準備，在諸多問題尚未完全解決時便宣布：「全民健康保險今年（1994年）就要開辦！」，此舉實在需要很大的勇氣。

It is quite exciting to learn that the National Health Insurance System, which is about to commence in this year, will include mental health care as one of its main components. While celebrating a coming new era of mental health care in this beautiful island, mental health professionals and policy makers must also be well prepared for our new task. In order to reach an ideal plan for our future mental health service, there are four basic principles to be considered: 1) nationwide availability; 2) effectiveness and differentiation; 3) acceptability and credibility; and 4) cost-effectiveness and affordability. Furthermore, a comprehensive mental health care delivery system should consist of the following four different kinds of service: 1) center of excellence; 2) short-term clinical facility for emergency and acute treatment and rehabilitation; 3) primary health care - mental health care network; and 4) longterm care facility for chronic patients.
