從社會資本探究原住民部落生產性照顧服務之發展觀點

To Investigate the Model of Development of Productive Tribe Caring Service by the Viewpoints of Social Capital

臺灣原住民社會歷經外在政經結構變革，原有的部落組織與組成已產生各種變化，政府在規劃原住民族福利時，也逐漸從給予的消極性措施，逐漸轉移至積極性的能力建構。但以現行長期照護的照顧政策專案來看，資源配置仍然著重以都市為中心，卻較少考慮原鄉地區的實際需求。
本文擬從新原鄉部落為探討對象，瞭解這些新原鄉如何透過生產性照顧觀點發展部落生計，讓族人從集體勞作、換工、資訊分享等社群互動，發揮社會資本流動的功能。並透過這種具生產性、積極性的部落照顧服務，以滿足並串聯就學、就業、就養的需求，作為分析與歸納部落在發展生計與族人就學、就業、就養的策略建議。

The purpose of this study is to explore the development of new indigenous tribes how to create a productive and motivated tribe care service through the development of tribal livelihood and cultural identity, through the movement of collective labor, au pairs and social capital sharing, through tribal creation, through the creation of autonomous and organic tribal livelihoods and economies. The tribes took on the government's education, employment, long-term care, and even the Social Security and welfare service. To meet and in tandem to school, employment, and the need for raising, so that the tribe as a self-supporting care of social welfare body.
