政府審計人員智慧資本對創新行為影響性研究－－組織學習的中介效果

Impact of Intellectual Capital on Innovative Behavior of National Audit Officials-- Mediating effect of Organization Learning

本文旨在探討政府審計人員之智慧資本對其創新行為之影響，並探討組織學習在智慧資本與創新行為間是否具中介效果。在研究架構上發展出五個假設，並藉由相關文獻所採行或發展之量表，在取得374份有效問卷後，運用SPSS 20版軟體進行統計分析，以求證各研究假設，驗證結果，據以說明結論與管理意涵。
本文研究發現，政府審計人員知覺組織學習對智慧資本與創新行為具有部分中介效果。在創新行為變項檢驗結果，組織學習變項之「改善心智模式」構念預測力最強，故建議未來實務工作需著重職場精神力訓練，以省思行動決定之能力，強化或改善心智模式，激發工作熱情，探尋創新潛力之開創與應用等。其次，年齡或年資越長者，對於智慧資本、組織學習與創新行為之感受程度較高，故建議善用資深人員經驗傳承，協助新進人員快速掌握工作精要，適時給予關懷支持，強化為正向工作動機。

This paper is to study the impact of intellectual capital on innovativebehavior of National Audit officials, and to discuss the mediating effect of organization learning on the relationship between above mentioned variables. Five hypotheses were proposed based on our research structure and were tested use a questionnaire developed upon reviewed literatures. SPSS 20 software package was adapted to analyze 374 valid questionnaires collected. Conclusions and suggestions were then presented based on the results.
