國民閱讀能力愈好教育品質愈佳國家競爭力愈強，國民愈容易有終身學習意願，適應社會變化也更容易，因此提升國民閱讀能力成為一股國際風潮。站在知己知彼、截長補短之下，本文藉由；一、認識PISA評量；二、閱讀能力評量結果代表的意義與教育上的運用及省思；三、世界各國積極推動閱讀的原因與概況分析；四、我國學生參與閱讀評量後呈現的問題與推動閱讀可能的困境；五、提升我國中小學生閱讀能力的途徑；最後期望結合政府的有效政策、學校的積極作為與家庭父母的配合，為提升我國中小學生閱讀能力，增加國家爭力共同努力。
