Hakka in Taiwan is more than just an ethnic group; it symbolizes po-litical and cultural activism that has accompanied the country’s democratic development. As a Taiwan-centered Hakka identity grows, the Hakka Affairs Council has played a crucial role in extending this development beyond na-tional borders. The council actively engages Taiwanese Hakka communities in international initiatives while fostering global Hakka networks. At the same time, Taiwanese Hakka communities abroad conduct diaspora diploma-cy to preserve and promote Hakka culture and identity while unifying their communities and expanding diasporic connections. This article examines the public diplomacy conducted by the Hakka Affairs Council and the diaspora diplomacy carried out by Taiwanese Hakka communities abroad. It argues that Taiwanese Hakka global outreach integrates both public and diaspora diplomacy, driven by the synergy between the council and Taiwanese Hakka communities at home and abroad, who share a common vision and engage in complementary activities. This integration strongly supports Taiwan’s vision of becoming the global capital of Hakka culture. Furthermore, Taiwanese Hakka global outreach contributes to studying Hakkaology beyond its tradi-tional focus on ethnicity and culture, offering valuable insights into interna-tional relations, particularly the intersection of diplomacy and diaspora. |
