低維運成本之城巿儀表板架構設計：以南投城巿儀表板為例

Low-Maintenance Cost City Dashboard Architecture Design: An Example of the Nantou City Dashboard

城市儀表板提供了一種透明、可取得的方式來瞭解一個城市的績效和政府所設定的發展目標之進展資訊，讓所屬的居民能隨時瞭解所居住的城市之活動、建設及挑戰，提高城巿運作的效率，而政府則能藉由城市儀表板傳達城市各種功能性的資訊和指標，有助於其管理和監控整個城市的運作。本研究針對資源相對較少之城巿，提出一個低運作成本及低技術要求之城巿儀表板的可行解決方案，此架構能由民間或學術團體主導設置。本研究以南投縣做為應用雛型（prototype），發展一站式的城市資訊樣貌視覺化和即時監控的城巿儀表板。此雛型將城巿儀表板設計分成三項核心：（1）跟城巿相關的即時資訊視覺化、（2）不同主題之資訊追蹤及（3）重要議題視覺化分析。資料來源結合開放資料、政府部門提供之API及開放資源Google News, Google Map, YouTube等工具，運用大數據分析工具並支援線上分析處理（OLAP）以建立互動式網頁支援的資料視覺化和資料分析。南投縣城巿儀表板揭露南投縣的不同主題的資訊，希望讓南投相關的重要關係人更全面瞭解自身所處的城巿現況。透過由下而上由民間主導的去中心化城巿儀表板運作，增加城巿儀表板永續維運的可行性，同時不同族群可建構擴充各種主題的儀表板。本文最後亦探討發展及設計城巿儀表板可能會遭遇到的挑戰和機會。

The city dashboard provides a transparent and accessible way to understand the performance and progress of a city’s development goals set by the government. It allows residents to stay informed about the activities, construction, and challenges of the city they live in, ultimately improving the efficiency of city operations. The government, on the other hand, can use the city dashboards to convey various functional information and indicators of the city, which can help it manage and monitor the operation of the whole city. This study proposes a feasible solution for cities with relatively few resources to develop a city dashboard with low operational costs and low technical requirements, which can be initiated and led by civil groups or academic groups. In this study, we develop a one-stop city dashboard prototype for visualization and real-time monitoring of urban information patterns for Nantou County. This prototype divides the city dashboard into three core components: (1) Real-time visualization of city-related information; (2) Tracking information on different themes; and (3) Visual analysis of important issues. Data sources include open data, APIs provided by government departments, and open sources such as Google News, Google Maps, and YouTube. Data analysis tools are employed, supporting online analytical processing (OLAP) to establish interactive web-supported data visualization and analysis. The Nantou County city dashboard reveals information on various topics, aiming to provide a comprehensive understanding of the city’s current situation for its stakeholders. Through a bottom-up, decentralized, and community-driven operation model for the city dashboard, the feasibility of the sustainable operation of the city dashboard can be increased, and different communities can easily organize and expand the dashboards with different themes. Finally, the paper also explores the challenges and opportunities that may be encountered in the development and design of city dashboards.
