This study aims to explore global trends in digital learning research and reflect on the transformation of educational governance by analyzing international academic abstracts published between 2021 and 2025 in the Web of Science database. A total of 9,703 abstracts related to ''digital learning'' were collected and examined using text mining techniques, including term frequency analysis, word cloud visualization, topic modeling, and clustering. Results show that global research primarily focuses on keywords such as“learning,”“students,”“digital,”“education,”and“teaching,”indicating a strong emphasis on learning processes and instructional practices. Topic modeling further identified five thematic clusters, including teacher professional development, student digital literacy, educational technologies, curriculum design, and learning assessment. To address the limited presence of governance-related terms in the dataset, this study incorporated OECD and UNESCO policy documents to provide context for potential governance implications. Key challenges in digital education governance—such as data management, AI regulation, cross-sector collaboration, and gaps in policy implementation—were identified. Based on these findings, three recommendations are proposed: (1) develop a data-driven educational governance framework, (2) enhance digital leadership at the administrative level, and (3) foster a collaborative and professional EdTech ecosystem to support sustainable digital transformation in education. |
