This paper explored the concepts of school-based curriculum and school-based curriculum development, and examined the issues of school-based development in the past Grade 1-9 Curriculum Reform. Furthermore, this paper pointed out that 1-12 National Basic Education Curriculum Reform has proposed the concept of core competencies, which led to the reconceptualization of school-based curriculum development, especially through the development of school-based curricula based on Ministry of Education Mandated Curriculum and School-Developed Curriculum, to cultivate students' core competencies of knowledge, skills, and attitudes needed for present and future social life, thereby promoting individual and social development. This paper also further examined the issues and improvement of school-based development in the current 1-12 National Basic Education Curriculum Reform, providing a reference for the future implementation of school-based curriculum development to realize core competencies. |
