In recent years, the term ''civil society'' which is full of the meaning of citizen governance has been discussed continuously. For the issue of ''citizen governance'', the NGOs play an important role and thus have obtained more attentions. Furthermore, they are actively operating and emerging in the civil society. These civilian organizations which is deeply full of the characteristics of society and publicity, are mostly under the organizational idea of philanthropy, and are endowed with high expectation by the society. They not only surpass public sector and private business by having a higher degree of ethics, but also obtain more resources and behavior-limited privileges. However, many evidence-based observations and researches have explained that NGOs which being active in the civil society are not flawless; especially there are many disputes in the level of philanthropic ethics. This paper, under the framework of ''public-private co-governance'' in the civil society, will discuss the behavioral issues of NGO philanthropic ethics while engaging in public affairs; and several ways to resolve this issue will be summarized. |
