According to Article 11, Clause 5 of the Police Duty Act, the duty counter is required to be positioned at the station entrance to monitor the surroundings and safeguard the premises when necessary.. Additionally, the enforcement rules of some police agencies specify that operational units may flexibly assign undercover personnel during critical times based on local security conditions. However, through a literature review and in-depth interviews, we find that the current preventive safety measures in police stations are limited in their ability to deter violent attacks. Duty counters' awareness of duty safety is significantly influenced by their working environment and many older police stations are co-located with other government units without formalized safety support agreements. Moreover, the responsibility for duty counter safety is distributed among multiple units, resulting in operational coordination challenges. Therefore, we suggest some strategies, including ''To implement smart surveillance technology based on an electronic wall defense concept to strengthen duty counter safety'', ''To amend regulations to expand law enforcement authority for duty counters on premises and increase budget allocations for police safety infrastructure'', ''To reinforce the police station with sufficient personnel to enhance enforcement operations of standing in the doorway or undercover surveillance'', ''To establish safety support agreements with allied units and improve duty counters’safety awareness'' and ''To designate a primary unit responsible for premises security and reinforce the accountability of leadership at all levels''. |
