In response to the negative impact of the use of mobile phones and other devices on students, the Ministry of Education has recently begun to discuss banning the use of mobile devices on campus. A general ban on students using mobile devices on campus may be justified in practice. But the end does not justify the means. Due to the use of mobile phones and other mobile devices, it has become an indispensable and even extremely important part of modern people's lives. Therefore, within the constitutional framework, restrictions on the use of mobile devices are an infringement of fundamental rights. For the same reason, depriving students of their freedom to use mobile devices is also a restriction on students’basic rights and must be authorized by legislators. It cannot be done by the Ministry of Education by amending administrative directions. |
