Governments typically use policy tools to implement various educational policies and achieve their goals. To enhance the quality of senior high school education and promote the development of distinctive characteristics among high schools, the Ministry of Education frequently initiates competitive programs. Among these, the High School Quality Enhancement Assistance Program is the most notable. This paper, drawing on literature reviews and practical experience, examines the effectiveness of the High School Quality Enhancement Assistance Program’s implementation through the lens of policy instruments. Finally, the following recommendations are proposed for the program: 1) Strengthen the flexibility of execution and enhance clarity in capacity building; 2) continue deepening consultation and on-site support; 3) ensure that funding balances schools' basic needs with the pursuit of excellence in proactive school management; 4) develop a strong policy brand image to increase influence; and 5) establish a collaborative platform for policy implementation to maximize integrated benefits. |
