To strengthen the records management evaluation mechanism for government agencies in Taiwan, the Records Management Evaluation System for Government Agencies has been promoted since 2020, adopting a tiered approach. This paper aims to describe the development process and institutional design of Taiwan’s evaluation system, including two strategies“establishing the system before expanding its effectiveness”and“improvement in phases,”as well as three implementation stages: institutional foundation, cultivation and development, and smart transformation. At present, Taiwan’s evaluation system is still in the institutional foundation stage. Compared to the United States and South Korea, the establishment of evaluation system in Taiwan started later. However, it allows Taiwan to start on the right track and take future enhancement into consideration. The continuous efforts in the following aspects are recommended: professional training and contract performance management, feedback and data integration mechanism, flexible cycles and project-based evaluations, diverse evaluation methods, and expansion of evaluation indicators. These measures aim to gradually advance the evaluation system in Taiwan, staying aligned with international standards, meeting domestic practical needs, and guiding Taiwan’s records management toward modernization and smart transformation in a stable and pragmatic strategy. |
