The Bilingual 2030 Policy has a significant impact on Taiwan's education system, pushing schools towards a bilingual instruction environment from elementary school to university. In this process, the quantity and quality of bilingual teachers are key factors determining the success of bilingual education implementation. After explaining the current state of bilingual teacher training within the overall policy context, this paper aims to propose a planning scheme different from the existing bilingual training programs for in-service teachers. The goal of this paper is to stimulate further discussion on the bilingual training program based on the FERTILE model and to develop a teacher training program for in-service bilingual teachers that aligns with the local school contexts and the needs of Taiwanese schools. |
