How Technical Barriers to Trade Affect the Fragmented Machinery Production Networks: Evidence from East Asia

本研究主要探討技術性貿易障礙（TBTs）對國際機械業生產網絡之影響。研究中採用引力模型，並納入「累計TBT數量」和「TBT虛擬變數」兩種不同TBT通知措施，評估其對機械業細項產品別進口貿易的影響。實證結果顯示TBT措施的施行對機械業各產品別進口造成不同的影響。以最終產品（final product）而言，TBT的實施將限制機械生產網絡的發展。而相較於TBT措施對最終產品進口具顯著的負面影響，主要規範零部件（parts and components）產品的TBT措施則對該財貨進口貿易的負面影響較小。

This study estimates the effects of technical barriers to trade (TBTs) on machinery imports in international production networks. Utilizing a gravity model with disaggregated, detailed product-level data, two different TBTs notifications measures are evaluated, namely, cumulative TBTs and a TBTs dummy. The empirical results indicate significantly negative effects on machinery imports. The evidence suggests that TBTs restrict the development of machinery production networks. However, this negative effect appears to come from the final product. In contrast, TBTs measures focused on parts and components have smaller negative effects than those focused on the final products for imports.
