The application of AI technology has immense potential for public administration, but it entails challenges that go beyond technical aspects, involving profound governance issues. Therefore, establishing AI-specific policies and governance frameworks, particularly focusing on transparency and accountability, is essential to ensure that the benefits of AI are widely accessible to society and to assist governments in effectively managing AIrelated risks. This paper provides an in-depth exploration of the various benefits that AI integration could offer government sectors, including streamlined administrative processes, improved service delivery, optimized decision-making, and increased transparency in public participation. It also assesses the challenges governments may face in adopting AI, such as protecting individual privacy, addressing ethical risks, and promoting digital inclusion. Furthermore, this paper proposes ways for governments to improve public officials’capabilities in AI applications, including AI trends and applications, digital ethics and risk management, data quality and governance, and digital humanism. For AI applications to be successfully implemented, public officials must develop and strengthen their knowledge and skills, paving the way for the next stage of smart government. |
