2022年起日韓關係的改善與兩國關係的結構性變化：基於五個分析層次的考察｜Improving Japan-South Korea Relations and the Structural Changes in the Bilateral Ties Since 2022: Considerations from Five Levels of Analysis

2022年以降の日韓関係改善と両国関係の構造的変化：5つの分析レベルからの考察

本文目的在於，針對日韓兩國間儘管仍有種種未解決的問題，然而為何雙邊關係卻自2022年快速改善的原因，進行闡明。為了論述該提問，本文將著眼於肯尼思‧沃爾茲提出的國際政治學三個分析層次。同時，在前述三個分析層次（個人、國家、國際體系）之外，加上社會與地區體系兩個要素，藉以分析最近的日韓關係。本研究以自2022年起日韓關係的改善為背景，主要從①政治領導者、②公民社會、③兩國政府、④印度－太平洋、⑤自由國際秩序等五個分析層次加以闡明，並論述兩國關係正迎接嶄新的局面。並且，由於受到美中對立、烏克蘭戰爭、中東情勢、北韓問題等宏觀環境的意外事件影響，日韓關係發生結構性變化，展現出兩國往後仍將持續合作的意圖。
This study aims to clarify the reasons for rapid improvement in Japan- South Korea relations since 2022, despite the fact that bilateral ties had deteriorated due to various issues. This article focuses on the three levels of analysis of international politics proposed by Waltz. Simultaneously, this study analyzes recent Japan-South Korea relations by adding the two elements of society and regional systems to the three levels of analysis （individual, state, and international system）. This study examines the background of the improvement in Japan-South Korea relations since 2022 from the perspective of five analytical levels: （1） political leaders; （2） civil society; （3） the governments of the two countries; （4） the Indo-Pacific; and （5） the liberal international order. Moreover, it argues that the bilateral relationship is entering a new phase. Furthermore, we offer the prospect that Japan-South Korea relations are undergoing structural changes in response to major events such as the US-China rivalry, Ukraine War, crises in the Middle East, and North Korean problems, and the bilateral ties will continue to strengthen in the future.

本稿の目的は、様々な二国間問題が未解決にもかかわらず、なぜ2022年以降日韓関係が急速に改善してきたのかを明らかにすることである。その問いの解明にあたって、本稿はケネス・ウォルツによって提唱された国際政治学の3つの分析レベルに着目する。それと同時に、その3つの分析レベル（個人、国家、国際システム）に社会と地域システムという2つの要素を追加しながら、最近の日韓関係に係る分析を行う。本研究は、2022年から日韓関係が改善するようになった背景を主に①政治指導者、②市民社会、③両国政府、④インド太平洋、⑤自由主義的国際秩序といった5つの分析レベルの視座から解き明かしつつ、両国関係が新たな局面を迎えていると論じる。そして、米中対立、ウクライナ戦争、中東情勢、北朝鮮問題等といった大局的な出来事を受けて日韓関係が構造的に変化しているため、今後も両国間での協力が続くであろうという展望を示す。
