Study of the Developing of the Civil Servants’Administrative Neutrality in Taiwan’s Political Development

西方民主國家，百年來因實行民主制度，其公務人員的行政中立已內化於個人行為中，而形成健全的行政中立文化。我國自解嚴後，政黨政治的發展益形成熟，而民主政治的發展也更加落實。民主政治的發展，相對於整個社會體系影響，其中對政府體系衝擊最大，尤其是政府體系中文官應扮演的角色功能，最受矚目與探討。臺灣政治發展過程中，公務人員行政中立文化型塑可分為三個時期，分別為啟蒙期、法制研構期與推廣期。本文即從實務上探討我國在政治發展過程中，如何型塑公務人員行政中立文化。

In the western developed countries, democracy has been part of the political culture for hundreds of years and the idea of administrative neutrality has been internalized as the civil servants’decency. With the development of party politics in Taiwan, the regime is becoming more democratic. The development of civil servants’administrative neutrality plays a particularly important role in this democratization process. The advancement of civil servants’administrative neutrality in Taiwan can be divided into three stages: the enlightening stage, the formulating stage and the training stage, which are what this article intends to discuss.
