試析印尼控訴美國對其銅板紙課徵反傾銷及平衡稅案－－以補貼要件之認定為中心

印尼於2015年3月13日依爭端解決程序向世界貿易組織（World Trade Organization, WTO）提起與美國進行協商的要求。印尼控訴美國對於其進口之高品質圖案印刷用平張銅板紙（certain coated paper suitable for high-quality print graphics using sheet-fed presses），課徵反傾銷稅及平衡稅，違反WTO反傾銷協定（Agreement on Implementation of Article VI of the General Agreement on Tariffs and Trade 1994）及補貼暨平衡稅協定（Agreement on Subsidies and Countervailing Measures，下稱SCM協定）之相關規定。
