This article analyzes Chin-Chuan Lee's essay ''On the National Benefits of Lifting the Press Ban'' to understand his definition and proposition of ''communication''. And on this basis, what is the relationship between freedom of the press and democracy? What negative impact does the single-party system have on them? How should media be regulated when communication rights could be exercised freely? Although Lee had written most of these arguments during the martial law period, he did not think media manipulation would disappear with the lifting of the press ban. On the contrary, he reminded people that as political power is not only the cause of media monopoly but also commercial interference, we need proper regulations to protect freedom of expression. As a result, in addition to media education and media self-regulation, governmental regulations on protecting various market structures and the rights of different communities to access media are more important. |
