本文主要以國立高雄科技大學為例,針對併校後面對多校區管理的行政挑戰,藉由綜合業務處成立而推動組織優化與行政e化的成功轉型。本文透過歸納及訪談方式,將併校後面臨多校區治理所造成校務運作上挑戰等問題提出討論,並歸納其解決策略。最後,提出結論與建議,以作為未來大學整併之行政推動參考。歸納結論如下:一、高層管理者的積極協同領導有助於促進各單位之間的合作,突破榖倉效應,有效整合資源,並確保整體組織朝著共同的目標前進。二、在跨單位的協同合作過程中,建立統一的SOP至關重要,這有助於確保各單位在執行業務時能夠遵循相同的標準,同時提升整體運作效率,也有助於建立統一的工作文化。三、單一窗口服務有助於提升使用者辦理行政事務的服務滿意度,也有助於降低人事成本,組織可以更有效率地分配人力資源,提升人事配置的效益。四、善用科技工具推動行政e化是提升整體行政效能的有效途徑,例如,整合資訊系統、建立統一的電子化平台,提供使用者更便捷的服務體驗,也能夠實現更高效、更一致的行政服務,進一步提升整體行政效益。
英文摘要
This article primarily uses National Kaohsiung University of Science and Technology as the case to address the administrative challenges faced in managing multiple campuses after a merger. It highlights the successful transformation achieved through the establishment of the General Administration Division, promoting organizational optimization and administrative digitization. The article employs summarization and interviews to discuss the challenges in academic operations resulting from the governance of multiple campuses post-merger and summarizes the strategies to address these issues. In conclusion, the article provides recommendations for future administrative initiatives in university mergers. The summarized conclusions are as follows:1.Actively coordinated leadership from top management facilitates cooperation between different units, breaks down silo effects, effectively integrates resources, and ensures the entire organization moving towards common goals. 2. In the process of cross-unit collaboration, establishing unified standard operating procedure is crucial. 3. Single-window services contribute to an enhanced user experience in handling administrative affairs. This approach also aids in reducing personnel costs, as organizations can allocate human resources more efficiently, thereby improving the efficiency of personnel deployment. 4. Leveraging technology tools for administrative digitization is an effective approach to enhancing overall administrative efficiency. For example, integrating information systems and establishing a unified electronic platform not only provides users with a more convenient service experience but also enables more efficient and consistent administrative services, further boosting overall administrative efficiency.
