英國政府自2010年發布《教學的重要性》白皮書(The Importance of Teaching),建構學校之間的互相協作模式,試圖透過校際系統的社群運作進行自我精進的學校系統(self-improving system of schools),逐步改善現有由上而下的教育督導模式(DfE, 2010)。上述英國所強調建立學校自我精進的整體運作,即是透過系統領導(system leadership)的方式,將「協作」與「夥伴關係」運用在校際間的教師專業學習社群,並協助學校間的共學與互助,進行學校精進的目的(陳宏彰,2019;孫志麟,2018;GOV.UK, 2023)。透過校際社群的運作來達到課程治理實效的模式,值得我國借鏡。而我國在108課綱推動之後,教育部國民及學前教育署(以下簡稱國教署)即啟動許多大學端與中小學的協作機制。其中,自104學年度起委託國中小前導學校協作計畫(以下稱前導計畫),由課程教學領域專長的教授透過協作機制陪伴學校,逐步理解並實踐課綱。前導計畫為整合型分區計畫,設定共同的年度目標,再由各區召集人分別因地制宜進行規劃推動。前導計畫展現上述系統領導的特色,值得進一步分析。本文發現前導南區計畫的跨校社群運作與系統領導模式相符有三:首先,以專業發展面向為運作重點,研商學校面臨之政策推動實務問題。再者,導入學者及實務專家雙軌協作跨校社群,並重視其長期深度交流。最後,側重課程領導人協作能力提升,由淺入深的安排系統工作坊與創思實踐方法。提供教育行政機關二項建議:第一,透過跨校社群運作模式促使學校逐步自我精進,並提供長期協作資源。第二,教育行政機關應重視課程領導人培育的系統化機制。 |

The British government published ''The Importance of Teaching'' White Paper in 2010, aiming to establish a collaborative model between schools and promote self-improvement within the education system. This initiative sought to improve the existing top-down model of educational supervision by fostering a self-improving system of schools through system leadership. This model of effective curriculum governance through inter-school collaboration is worth considering in our country. Facing the implementation of the 108 Curriculum Guidelines, the Ministry of Education (MOE) initiated collaboration mechanisms between universities and primary and secondary schools. Starting from 2015, MOE commissioned the Pioneer School Collaboration Project to accompany schools in gradually understanding and implementing the curriculum guidelines. The Pioneer Project in the south region focuses on long-term and in-depth communication among schools in a cross-school alliance, emphasizes the development of curriculum leaders, and introduces curriculum leaders trained through the program for cross-school community collaboration. The aim is to discuss practical issues related to policy implementation faced by schools. The distinctive features of the aforementioned Pioneer Project in the South Region align with the concept and essence of system leadership and are worthy of further analysis and discussion. |
