This study’s framework was the project management individual competence items in the Individual Competence Baseline 4.0 of the International Project Management Association (IPMA). It adopted studies regarding the project management competency of various organizations and project management knowledge systems. We established the items and contents of adaptive project management competency for non-profit organizations (NPOs). This study applied the cluster random sampling method to enroll managerial and general personnel in NPOs and adult students studying at the Open University of Kaohsiung, totaling 302 subjects. This study collected data through a survey questionnaire and employed statistical approaches, such as expert validity, item analysis, factor analysis, reliability analysis, and a one-sample t-test for data analyses. The purpose of these analyses was to confirm the consensus and consistency of NPO project management competency indexes and to establish NPO project management competency indexes. Based on the research findings, this study proposed NPO project management competency indexes, including six system mastery competence indexes, 10 stakeholder management competence indexes, and 15 practical operation competence indexes concerning validity and suitability. This study provides a reference for academia, universities, and practice in the field of NPO in developing the competency of NPO project management talents and improving project management execution effectiveness. |
