In order to understand whether the cosmetics sold online comply with relevant regulations and to protect the customer rights, the Taiwan Food and Drug Administration (TFDA) conducted a program of quality survey of those products in 2022. A total of 60 samples were purchased from various domestic online platforms, including 12 domestically produced items and 48 imported ones. The monitoring tests were carried based on the characteristics of the products categories. Non-therapeutic toothpaste and mouthwash products, skin care and body cleansing lotions as well as shampoos for infants and young children, and the hand cleansing lotions productswere tested for preservatives and microorganisms. Natural herbal hair colorants were monitored for hair dye ingredients and microorganisms, while nail polish products for pregnant women or children and spray-type cosmetics were tested for the presence of prohibited solvents and phthalates. The results showed that 18 products did not meet the regulations. Among them, the hair colorants ranked number one to be non-compliant with a total of 8 products unqualified, including 6 detected with bacterial counts ranging from 1.3-3.8 x 105 CFU/g exceeding the limit for viable bacteria of below 1,000 CFU/g and 7 detected with the presence of hair dye ingredients without inspection registration. It was followed by the hand cleansing lotions with an unqualified count of 4; among them 3 contained the preservatives not matching the labeling and 1 had the amounts of MI and MCI over the legal limit. Besides, three toothpaste and mouthwash products as well as one skin care lotion and one body cleansing lotion for infants and young children were also detected the presence of preservatives that did not match the labeling. Among them, the body cleansing lotion was also found to contain formaldehyde at levels of 158 ppm which exceeds the limit restriction. One antiperspirant spray product was non-compliant due to the detection of the prohibited benzene at concentrations of 2.9 ppm. On the other side, all nail polish products were qualified in the absence of prohibited solvents and phthalates. |
